CDF approval process decentralized

(ZANIS)-Government has delegated the approval processes of the Constituency Development Fund (CDF) applications to the provincial Local Government Officers under the supervision of the Provincial Permanent Secretaries.

Ministry of Local Government and Rural Development Permanent Secretary for Technical Services, NICHOLAS PHIRI says this is in an effort to cut down on the bureaucracy in the approval process of the CDF projects across the country.

Speaking during a joint media briefing in Lusaka today, Mr PHIRI indicated that the development is in an effort to improve efficiency and achieve effectiveness in implementing the CDF in 2023.

And the Ministry of Justice Permanent Secretary, THANDIWE DAKA stated that the attorney general’s chamber is in the process of opening offices in all the provinces to examine all contracts in which the ggovernment has stake, including CDF contracts.

Meanwhile, Ministry of Finance Accountant General Office representative, Mumba Chanda, said government has engaged financial institutions for the management of the loan component of the CDF.

Mr Chanda explained that the financial institutions have the capacity to screen and identify viable business proposals that are to be submitted.

And Zambia Public Procurement Authority (ZPPA) Director for Research and Capacity Development, Justin Matimuna, said the authority will be required to plan and submit plans on how it intends to undertake the procurement under CDF.
